But most PCAs receive low wages, no health insurance, no sick or vacation time—conditions that result in high turnover and make it difficult to find and keep personal care attendants. New legislation (H. 4246/S. 139) has been introduced by Rep. Lida Harkins and Sen. Steve Tolman to make it easier to find and keep PCAs through a Quality Workforce Council while maintaining consumer control and direction.
